I would appreciate, if someone please take a moment to answer this question:

I have Oracle 9i running on Solaris. At times the database responses becomes very slow. I dont know, where to start troubleshooting from? I would really appreciate, if someone please advice.

Start with StatsPack.
Read spdoc.txt in $ORACLE_HOME/rdbms/admin directory.

Also I would start to look a the machine (CPU/Memory/Disc IO) when it is slow.

One thing that can cause a normaly faster DB to grind almost to a halt is when the machine starts swapping memory to disk.

You should look into these commands on Solaris if you're not familiar with them
ps
top
sar
mpstat
iostat
vmstat
A good "toolbox"
